Action Comics#600 is where the "real" kiss happened but there is no actual "in love" for theses two.
Diana and Bruce Wayne had a romantic involement for a minute.Which graphic novels or issues are Superman and Wonder Woman in love?As far as I know they've never been in love, unless the story happened out of continuity or in another universe etc. Superman has always been in love with Lois. Lois has been paranoid about his relationship with Wonder Woman though, but her suspicions are baseless.
They did get together at the end of "Kingdom Come" but this is an alternative universe story, set in a future after Lois Lane has been murdered.
They also kissed in "All-Star Batman and Robin the Boy Wonder" by Frank Miller. "All-Star" stories are also in alternate self-contained realities. It's implied they might have a relationship in that story.
