Yes, that was one of the little quirks of the old 1950's television show. Of course, the REAL answer is that the bullets were animated effects added after filming. But, hey ! Even though they might be made of rubber, those prop guns HURT if they hit you in the head or body ! So, the actor, George Reeves, ducked if he knew what was coming.
